Regulations depend on whether you are registered at the Consulate
(stoish na konsul's'komu obliku) or not.

If you are, you will be automatically added to the voters' list and all
you need is to show up on election date at the nearest polling station
with a passport.

If you are not registered (ne stoish na konsul's'komu obliku), then you
first need to write "zayava" to be added to the voters' list. "Zayava"
should be submitted IN PERSON at the nearest Ukrainian consulate NO
LATER than 7 days before the election date. Unfortunately, the new law
stipulates that you do it in person, which means no faxes, emails,
letters are accepted. And it also means most Ukrainians in the US (and
the absolute majority are not registered - only 1500 are) will have to
travel to the consulates three times - once to be added to the voters'
list and two times for both election rounds.

Also, be sure to check at the embassy site (www.ukraineinfo.us) what
consulate your state is attached to. There are four consulates in the
US - DC, NYC, SF and Chicago - and all of them cover specific states.
In 2002 a few people coming from Pennsylvania were not allowed to vote
in the US Embassy in DC, because their state is attached to NYC
consulate. They were asked to wait till the closing of the polling
station and promised to be allowed to vote only if there are enough
ballots for them. Which brings us to the final point - vote early,
since the consulates might suddenly run out of ballots later in the
day.
